Referral Program or Loyalty Program? What to Build First

ReferSales Team · · 3 min read

A bubble tea shop owner once told me she had a stamp card, a points app, and a birthday discount. Her revenue was flat.

She had built a loyalty program. What she needed was a referral program. These two are not the same thing, and mixing them up costs SMEs real money.

What Each Program Actually Does

A loyalty program rewards customers for coming back. It increases retention and spend per visit among people who already know you.

A referral program rewards customers for bringing someone new. It increases your customer count by using existing customers as a sales channel.

One keeps the customers you have. The other finds you new ones. Confusing the two is like asking a retention tool to do an acquisition tool's job.

Why the Order Matters

If you build loyalty first, you are optimising a customer base that might still be too small to matter. Ten loyal customers visiting more often is nice, but it will not move your revenue much.

If you build referral first, you grow the customer base itself. More customers means more people who could eventually become loyal regulars.

For most early-stage and growing SMEs in Singapore, referral should come before loyalty. You need a bigger pool before retention tactics have anything meaningful to work with.

The Exception

If your business already has a healthy, repeat-paying customer base but a weak pipeline of new leads, flip the order. Fix retention gaps first, because a leaky bucket wastes every new referral you generate.

A clinic losing patients after their first visit, for example, should fix that drop-off before pouring new referred patients into the same leaky funnel.

The Cost Difference

Loyalty programs reward behaviour that was going to happen anyway. A regular customer who was coming back regardless still earns points.

Referral programs reward a specific, trackable outcome: a new customer who would not have found you otherwise. Every dollar spent on referral commission is tied to new revenue.

This is why referral is usually the better first investment. You are not subsidising loyalty you already had. You are paying only for growth you can measure.

Can You Run Both?

Yes, and eventually you should. A mature business runs referral to bring people in, then loyalty to keep them spending.

The mistake is launching both on day one with no customer base to test either on. Pick the one that solves your actual bottleneck first.

  • Few customers, slow growth: Start with referral.
  • Many customers, high churn: Start with loyalty, or fix the churn first.
  • Steady customers, flat growth: Layer referral on top of what you have.

A Simple Test

Ask yourself: is my biggest problem that customers leave, or that too few new customers arrive? The honest answer tells you which program to build first.

Most Singapore SMEs we talk to, especially solopreneurs and service providers, have an acquisition problem, not a retention one. That is why referral tends to win as the starting point.

Start With What Actually Moves Revenue

A referral program turns your existing customers into a sales channel, without the cost of ads or the patience required for SEO. It is often the fastest lever an SME can pull.

If you are still deciding where to start, build the system that brings new customers in first. You can always add loyalty once there are more people to keep.
